Governor Jerry Brown is retiring but not before he passes a few draconian laws as parting gifts for California. Two bills were signed into law on Thursday of last week to “help California be better prepared for future droughts and the effects of climate change.”
The mandatory water conservation standards will be permanent, according to their wording, and not just for use in times of crisis. To make a long story short, now that these bills are law, it’s illegal to take a shower and do a load of laundry in the same day because you’ll exceed your “ration.”
Here’s the wording of the new laws.
Senate Bill 606 establishes a “governing body” to oversee all water suppliers, both private and public and will require extensive paperwork from those utility companies.
Assembly Bill 1668 is where it gets personal. This establishes limits on indoor water usage for every person in California and the amount allowed will decrease even further over the next 12 years.
The bill, until January 1, 2025, would establish 55 gallons per capita daily as the standard for indoor residential water use, beginning January 1, 2025, would establish the greater of 52.5 gallons per capita daily or a standard recommended by the department and the board as the standard for indoor residential water use, and beginning January 1, 2030, would establish the greater of 50 gallons per capita daily or a standard recommended by the department and the board as the standard for indoor residential water use. The bill would impose civil liability for a violation of an order or regulation issued pursuant to these provisions, as specified.
If you’re wondering how the government would know how much water your family is using, the utility providers will be obligated to rat you out or face massive fines. And they’re encouraged to spy in all sorts of creative ways. They “shall use satellite imagery, site visits, or other best available technology to develop an accurate estimate of landscaped areas.”
Some analysis
Now, if you’re wondering where I get my assertion that you can’t shower and do laundry on the same day, here’s some math:
- An 8-minute shower uses about 17 gallons of water
- A load of laundry uses about 40 gallons of water
- A bathtub holds 80 to 100 gallons of water
- A dishwasher uses 6 gallons of water
There are also standards to be established for outdoor use such as landscaping, caring for livestock, and gardening, but those numbers don’t seem to be available at this time. Maybe Californians just get to wait in suspense to see if their chickens are allowed to have water on the same day as their vegetables. Back when I lived in California, we were only “allowed” to water our gardens two times per week, which, in that heat, as you can imagine, didn’t lead to very productive gardens.
Farmers on a larger scale will have to jump through numerous hoops and create water management plans which must then be approved by the people in suits because obviously, they’ll know more about the needs of crops and livestock than the farmers will.
Oh, and don’t worry, rich people. There will be “provisions for swimming pools, spas, and other water features.” So you can still have your pretty fountains and pools while the rest of the peons take 2 showers a week. One might wonder if ‘variances” will apply to the wealthy for their landscaping needs.
“The State Water Resources Control Board, which will oversee local agencies’ progress, will also consider possible “variances” for some districts that need additional allowances due to specific local circumstances.” (source)
Both Brown and his most-likely successor, Gavin Newsom, want to spend $17 billion to build a tunnel that will bring water from resource-rich Northern California down to bone-dry Southern California. This means, even the parts of California that DO have water will be restricted in its use.
What if you don’t comply?
If you don’t plan to comply it’s going to be way cheaper to move. Here are the fines Californians will be looking at – and it’s not a typo – these fines are PER DAY.
(1) If the violation occurs in a critically dry year immediately preceded by two or more consecutive below normal, dry, or critically dry years or during a period for which the Governor has issued a proclamation of a state of emergency under the California Emergency Services Act (Chapter 7 (commencing with Section 8550) of Division 1 of Title 2 of the Government Code) based on drought conditions, ten thousand dollars ($10,000) for each day in which the violation occurs.
(2) For all violations other than those described in paragraph (1), one thousand dollars ($1,000) for each day in which the violation occurs.
It’s important to note that your usage is only tracked if you have municipal water. If you have a well, at this point, you will probably be okay. Back when I lived there, the idea of metering private wells and billing the owners for use had been floated around, but most people resisted and it wasn’t enforced. If you truck your water in, you can also use as much as you need to.
For years it was illegal to use greywater systems in California, despite the epic droughts. Those regulations have been loosened, however, compliance is still extremely onerous. (Get the details here.) And rainwater catchment is not only legal, it’s encouraged. In fact, there’s a ballot on the table that is a “measure to allow rainwater capture systems to be installed without counting as new construction for the purposes of reassessing property taxes.”
Don’t think this only affects California
Not only are Californians fleeing the state in droves, but there are other ways these restrictive laws can affect the rest of us directly.
- These stringent measures set a dangerous precedent for the rest of the country.
- There could be a shortage of food coming out of California because there isn’t enough water to produce it.
- The food we do get from there will cost a lot more.
It’s important to pay attention to stuff like this and not shrug it off because “I don’t live in California.” In an economy such as ours, we’re all interlinked. A draconian law that gains a footing in one part of the country is much easier to pass in other parts.

American are such wasteful pigs. I use about 15 gallons a week living off the grid. About 2 gallons to wash dishes by hand which I only wash dishes every 3rd day. A shower rinse down maybe 2-3 bottles (40-60 Oz Max) of water to shower every other day.
Showers using municipal water is harmful to the body as it washes all your natural oils off your skin and drys it out, so you have to buy shit lotions to try and remoisten your skin. Hair conditiiners to rejuvinate your hair. I rarely ever now do I use any hand or skin lotions since off the grid. When people shower for no reason than a routine. It harms your body. I learned a lot by living off the grid. Granted if I work and get dirty, sure I clean off. Sometimes I just wash off with a hand cloth in the AM with hot water while I steam water for daily coffee. Homes should have a meter that only allows say a ration of 100 gallons per day, thats it max. If you run out, too bad and wait until the next day. People will smarten up quickly and prioritize how they use the water.
The biggest water pigs out there are Golf Courses. Millions of gallons per week so the elite can make that 60 Foot birdie putt on 5000 Sq feet of green. They won’t conserve, run out if water and the masses will migrate to our areas and waste our water also. Count on that.
When the water runs out, then what? Mass death. 3 days without water = death. Better get your rain catch and filter system in place. I just got a 12 Volt mini water pump out of a big RV that I will power with a 12V car battery charged with a trickle solar panel charging it to run the water pump forca shower. And it will pump up to 2.8 gallons per munute. There is a screw to reduce the flow desired. I am setting up a rain catch system and several 55 gal holding tanks, for an outside shower to offset and conserve my drinking water supply. Got to start thinking smart people and not so wasteful.
Try a 2 minute shower. Rinse, then soap up and wash, then rinse. Thats it. Chlorine in the municipal water is what dries out your skin and hair. Everything about it, is harmful, wasteful and makes no sense. I am still waiting on my well system to be dug as I am in the permitting stage of getting the rest of my infrastructure built hete un FL. So get this figured out now, and your off grid back up shower systems in place before the grid collapses. Its not if, but when.

Azrael, agreed. Where my BOL is located in north GA also gets a good amount of rainfall. The well is 600 ft. deep and one side of the property borders on a year-round creek with good water AND good fishing. Rain-catchment system with filters on the cabin and a 55-gal. barrel on each corner to catch rainwater. I have family that live on the same county road where the BOL is with similar setups. No water issues but we are also very conscious of how much water we use no matter what the purpose. Our wells are NOT metered. And TSB thinks wells should be metered and claims to be against communism? GMAFB!

Large well pressure tank with check valve. Check. I even have a generator that can run on wood gas, propane, natural gas and gasoline if needed. This is if the sun doesn’t shine for an extended period of time, because it’s too busy raining, and I need to charge the batteries. 2000 gallon rainwater catchment system. Check. 2 KW of Solar. Check. 1000 gallon buried propane for stove. Check. Wood stove for heat in winter. Check. 5000 acres of forest to harvest firewood. Check. (This is the timber company’s, but I have 5 acres bordering it.)
Azrael, my BOL and nearby relatives have similar setups for backup whenever the grid goes so we’ll all manage just fine.

I agree. I have all the water I could want (AWESOME well!) But droughts in our area do happen, so we shower only when we feel it’s necessary and employ the “If it’s yellow, let it mellow; if it’s brown, flush it down” rule in our house. I always have multiple buckets and bowls out on the deck to collect rainwater for the dogs, chickens and plants. One year when the well got frighteningly low, I collected buckets of seawater for toilet-flushing and dishes/cleaning; showers during that time consisted of me going for a good swim in the ocean after work… I think it was about three weeks/a month without a so-called “proper shower”, but it was still super-cleansing and made me feel really healthy!

One human-made form of CO2 release that is really polluting, is shipping. Bunker oil burned by ships is a very toxic, very real, very bad pollutant.

And one MORE thing: by NO means discuss how HAARP technology has been used to CREATE and MAINTAIN draught conditions, the way it was used to destroy 48% of California’s vegetable and fruit crop the other year.

This is like the situation in Spain where the north has a relative abundance of water and the south is the big water user. Johannesburg, South Africa has it written into its constitution a “right to free water”. Families get up to a certain amount free and after that it costs. They use meters which the homeowners tamper with. Basutoland has an abundance of water that it sells to South Africa. They tried to raise the price and South Africa sent jet fighters to get them to back down. China is building three major rivers to divert water from the Yangtze to the Yellow River where it is needed more. Oil and gas drive many of the wars in our world. Fresh water is joining it.
There is a company called Zero Mass Water(ZMW) that produces a panel that incorporates solar panels and draws the humidity from the air. It can produce two to five liters a day depending on the humidity in the air. It costs $4,800 per panel. Too much for me. One option is a dehumidifier and a portable solar system. More trouble than the ZMW panel but it is an option. Hopefully, it won’t come to that. Too many hogs at the trough! Oink, oink!
Here in Arkansas we quite often have more water than we want. I waste water. I have two wells one is 450 ft deep and is into the aquifer. The other is a old pounded well. water at 12 feet from a small spring. They Pounded another 200 feet nary another drop. But a 6 inch well has a gallon and a half water capacity for every foot. Its my water and I use it and waste it. pressure washer. I take a hot bath when im sore and tired. Wash laundry. water garden and livestock. let the grandkids play in the sprinkler. In the hot weather I will get up early and do stuff until its too hot. Then go in and shower. Always soak in the tub or shower before going to bed.
Simple solution leave Calif like I did many years ago. At least move out to where you can use your own well and the hell with the tyrants how can you submit to this and still call yourself an American.

I would suggest we all become a little more water conscious and keep plenty of stored drinking water, no matter where you live or how plentiful it is now.
I also suggest we not take things for granted, especially our personal security, and that there will be something to eat everyday. The attitude of gratitude is where it’s at.
Okay, now that’s water they are regulating. That leaves air and sunshine that are the only things in California that aren’t taxed or regulated. The California government would welcome any suggestions on how this can be done.

Has anyone ever heard of a “submarine” shower? I’ll bet the Navy vets on this page have. That’s how I keep my shower consumption extremely low. Would work just fine if I lived in California.

A very cheap, quick way to take a shower and not waste water. Ask any Navy vet. They’ve probably done it that way, and have adapted it to civilian use, for low water bills.
I am only asking, rhetorically. If you admit to this, you are probably incriminating yourself, where learned helplessness is the law. But, who has done anything to secure an independent water source.
Noone except an epic geldscheißer (profligate) expects to entomb himself, like some Egpytian, with enough foil water pouches for all of eternity.

Here in FL, if it freezes, the strawberry farmers start pumping a lot of water on their fields to insulate the strawberries so they won’t freeze. That excess pumping lowers the water table and creates surface ground sink hole collapses. Drain the table too far down and water pumps go dry causing the water pumps on wells to cavitate and burn up. Property owners sued the farmers and won for pumping too much water.
TSB since you mentioned it, I’ve wondered for years about why the Middle East hasn’t collapsed in one big sink hole since they have taken billions of barrels of oil out of the ground for years. And its consumed and never replaced like ground water is. Just a thought! Trekker Out
