Louisiana Officials Demand That Self-Reliant Locals Stop Surviving the Flood Without Permission

    Around the world, governments have recently been issuing an unsettling call for their citizens to become more self-reliant. Just this week, the governments of both Germany and Czechoslovakia warned that people should be  “be prepared for the worst case possible scenario.”

    But here in the United States, just the opposite is happening. Our government seems to have an unquenchable thirst for cracking down on those who take responsibility for themselves. There is an abundance of evidence of this in Louisiana.

    The southern state has been hit with the worst flooding in over 500 years.

    While the final numbers won’t be known for some time, Gov. John Bel Edwards’ office has estimated 60,646 houses were damaged and 30,000 people rescued; other people escaped on their own. FEMA says 109,398 people or households have applied for housing help, and 25,000 National Flood Insurance Program claims have been filed. The American Red Cross called it the worst natural disaster since Hurricane Sandy struck New Jersey in 2012.

    This massive disaster was all but ignored by the mainstream media, since it didn’t fit the current agenda of divisiveness and racial tension. So what did the folks in Louisiana do?

    They rolled up their sleeves and took care of business.

    First, the Cajun Navy, a loosely organized group of local fishers, boaters, hunters, and guides, took it upon themselves to being rescuing people trapped by the sudden flood. Initially, the local sheriff’s department was reluctant to accept the assistance, but as they became quickly overwhelmed, they realized that they were disregarding a valuable asset.

    Initially, authorities in Livingston Parish didn’t want private citizens headed into the water, worried amateur rescuers might end up in trouble themselves, said Layton Ricks, the parish president. But as the calls from stranded residents continued to mount — at one point, Livingston officials said they were about 150 calls behind — parish officials relented.

    “Then it was like, do you have vests? Do you have insurance? Are you truly capable of doing this?” Ricks said. “And as it turned out, we couldn’t have done it without those guys. They were a tremendous asset for our people.”

    Locals who were not affected by the flood began cooking and donating food.  Others helped flood victims to begin gutting their homes so they could start to rebuild. This community in the bayou pulled together to show the world that a real emergency response begins at home, undertaken by the very people who were affected. They didn’t wait around bemoaning the lack of FEMA, Red Cross, and government aid. They got to work.

    They opened up their own shelters in local businesses that were not affected. They distributed immediate relief to those who were displaced. They performed their own rescues, organized the response, and used social media to coordinate their efforts.

    They made just about everyone in America who heard about their efforts feel a wave of pride. In fact, they were so effective at their own free-market local disaster relief that they rendered the government’s assistance all but unnecessary.

    And that is when the government said, “Oh, no. We can’t have that.”

    Of course, the government doesn’t want citizens to realize that they are perfectly capable of rescuing themselves. If people realize that they can perform independently and that it is much better than performing within the strictures of government regulations, they will be a heck of a lot harder to control.

    So, they stepped in and uttered the scariest words ever.

    “We’re from the government and we’re here to help.”

    Like a horde of modern-day carpetbaggers, they began “helping” by forcing people who were struggling to rebuild to purchase permits. That’s right. They forced people to ask for permission for the right to repair their own property.

    Considering the daunting expense of rebuilding in itself, those State permission slips may make reconstruction cost-prohibitive for some, while others — given the strict regulations pertaining to the floodplain and more — may not be allowed to rebuild on their own property at all.

    “We haven’t suspended any or our requirements for permitting,” Justin Dupuy, building official for Baton Rouge and East Baton Rouge, told Reason in an interview. “Before they start making any repairs, they just need to call in and check with us to see what they need.”

    Really? These people who are about to undertake a repair have no idea what they need unless they ask the government?

    Fortunately, in a small act of grace pointed out by Reason, fees for reconstruction permits have been waived by local officials — though the permits, themselves, are still mandatory, as permission to repair some of the 20,000 flood-ravaged buildings in East Baton Rouge might not be given at all.

    How very kind.

    But that isn’t the worst of it.

    They also decided to charge fees to the Cajun Navy before they were “allowed” to continue rescuing people.

    I couldn’t make this up.

    The Libertarian Republic reported:

    No good deed goes unpunished. The Cajun Navy is a group of volunteers that operates at its own expense  to rescue people trapped in flooded areas in Louisiana. They use their own boats. They risk their lives. And now that people have noticed that they are far more effective than government rescue efforts, there are plans to require them to pay a fee before they are allowed to do any good. “Don’t worry. It’s just a small fee,” legislators explain. “Maybe only fifty dollars. That would be worth it to put authority behind the Cajun Navy, wouldn’t it?”

    When the Cajun Navy members said, “No thanks” to the government who wanted to train them to do what the government wasn’t even able or willing to do, they were treated like criminals.

    That’s right. The government deployed the police to prevent these good Samaritans that we all wish now were our own neighbors from continuing with their efforts.

    Louisiana State Senator Jonathan Perry is the engineer of the licensing requirements.

    “Perry said that if members of the Cajun Navy continue on without his legislation, they will be stopped by law enforcement officials from rescuing residents past police barricades…

    Under current state law, citizens who cross police perimeters are breaking the law and could face punishment.” (Source)

    You can be assured he’s doing this for the Cajun Navy guys’ own good. He is trying to “empower” them.

    That must also be what the Red Cross is doing when they make it more difficult for good-hearted locals to help.

    Beth Yancey Houghton, a local woman who volunteered made the following post on Facebook.

    “So as we are headed back home from the River Center in Baton Rouge volunteering our nursing services Dawn and I have come to the conclusion that neither of us WILL EVER volunteer or donate to the RED CROSS. The Red Cross basically takes over the shelters and starts refusing clothes, donations and various volunteer services UNLESS they are previously contracted. So what does that mean….well, 60 boxes of doughnuts were discarded this morning becuase the delivery vendor was not in contract, hot meals were refused becuase the entity providing wasn’t contracted, and medical supplies including medications were trashed for same reason. Clothes that were “donated” needed to be left on the street unless they were “furnished” by Red Cross. As of tomorrow, the shelter we were at will be completely over taken by the Red Cross other than the medical area because they couldnt have the actual room since LSU has a contract with state to provide medical care. Its sad when the military police were helping to “protect” the medical areas from the red cross when there are so many other issues at hand. Anyway, next time to want to donate or volunteer your services, do your homework.”

    The Red Cross vehemently denies Houghton’s claim. Except…this:

    Nancy Malone, a spokeswoman for the American Red Cross, said there’s misinformation being spread around, and people are confusing the Red Cross with their partner organizations. She also said there are liabilities to feeding people food that doesn’t come from certified vendors, which is why some offers to cook hot meals have been turned away.

    But she categorically rejected allegations that the Red Cross has thrown away donations.

    “If you came today and said you have 5,000 meals to offer, well, we already had food delivered today, let’s find a way to arrange for you to help someone else or come back another day,” Malone said. “It has to be about coordination. We are held accountable to state regulations. This food has to come from a certified kitchen.”

    Perhaps, technically, they didn’t throw food away, but turned it away, even though they didn’t have enough meals from “certified kitchens” to feed everyone.

    They make it seem like a conspiracy theory that many preparedness enthusiasts plan to avoid government intervention in the aftermath of a disaster. But as you can see in Louisiana, the intervention often takes the form of exerting control in an effort to foster a culture of dependency. The rules, regulations, licenses, and permissions mean that anyone receiving help must be compliant. An article called “You’re Right to Fear Government Intervention During Emergencies” sums it up neatly.

    In a crisis, whether a natural disaster that displaces you from your home, war, or TEOTWAWKI, this is exactly how you will be treated by government so-called assistance. Red tape, bureaucrats, nonsensical rules that deny help because of more nonsensical rules. Nothing will come easy. The process will favor a few. Your needs will be met only on occasion and by pure coincidence.

    So, while the governments of Europe are actually requesting that their citizens begin prepping for the future, the very idea of self-sufficiency scares the heck out of the United States government.

    It’s important to note that their need to make us dependent isn’t only restricted to the aftermath of a disaster. They seem to do everything they can to hobble those of us who even attempt to become even a little bit more self-reliant.

    Here are a few examples of the anti-independence stance of our government:

    Most burning stoves become illegal

    In some states collecting rainwater is illegal

    Living off grid is illegal in some states

    In some areas, you can’t even camp on your own land

    Unfortunately, I could go on and on. Here in the US, we are strongly encouraged to rely on ‘the system’. In the event of a national emergency, our government seems to prefer people to line up and get a government issued MRE than to pull something out of the pantry, share with our neighbors, and calmly go about our business.

    If we become too self-reliant, then it becomes obvious we don’t need them or their ridiculous regulations. This is the greatest fear of those in power: our knowledge of their irrelevance.

    And maybe that’s the real reason for the complete lack of coverage of the flooding in Louisiana. Not only was the flood a non-story because it doesn’t fit the current narrative of Black vs. White. It doesn’t fit the narrative that we are helpless and in need of the government to save us.

    But this isn’t at all true. We are actually incredibly capable of preparing ourselves for life’s disasters and then dealing with them when they occur. (If you aren’t prepped yet, you can go here to put yourself on the path to self-reliance.)

    The Cajun people didn’t wait for rescue. They rescued themselves. They proved that they had the wherewithal to take care of the business at hand without Daddy Government swooping in to save the day.

    In fact, the only thing the government did for Louisiana was to make their lives more difficult by forcing beleaguered residents to get permission to go about the business of rescuing and rebuilding.

          You see, I live in an area known for flooding on occasion. and the silt deposited from the average flood is like maybe 3-4″ at most. Couldn’t hardly bury a dime with that. 😉

        • Down at my boat club I like to watch when the local sheriff comes in on Sunday afternoon after a day of writing summons. The two clowns on that boat bounce off of every pole, dock other boats you name it. And it usually take them about 4 attempts to get their little 24ft center console into the slip. Fisherman slip in, one shot and never even touch the dock before they are all tied up and heading home. What boat would you rather see while sitting on your roof in a flood? The govt sucks.

          • Louisiana has been a disaster waiting to happen for many decades.

            Government (Army Core of Engineers) re-routed the Mississippi River long, long, ago to its present route. Eventually the Mississippi will drown southern Louisiana permanently, if other natural disasters don’t eliminate it first.

            Anyone with half a brain should have left that region long ago. Those of you remaining there may as well live on top of the San Andreas or in Seattle, for a comparable safe location. Lt Dan is an idiot.

          • When did the Red Cross become a government agency ? It gets no monies from the feds, state and local govs. It’s 98% volunteers like us.

          • The Red Cross’s Director has a salary of $600,000,a Rolls Royce, and elaborate home all paid for the Red Cross. The head of the Salvation Army has a salary of about $15,000, drives his own vehicle and pays for his own residence. Careful to whom you donate!

            • MaryM, I donate to Salvation Army on occasion. They are an honorable charity. They have honor and integrity; something Red Cross doesn’t know anything about.

              • I was a Red Cross volunteer after Katrina, until I saw the local director hide someone’s Bible they had under their chair because it might offend a muslim couple. That was the last straw.

(imho) Spoken differently, I DO believe that we are about to see LOTS of actions being taken since words are empty vessels that TPTB are not capable of hearing anymore. Therefore, a more firm stance and lead should be enough to raise their awareness?

        • When I was a kid it was about 80-85 degrees all summer. 90 was a scorcher and all the neighors would tell u it was coming. Now 90 is average and 100 get people talking. My interent goes out all the time. The cable guy came and told me something was wrong with it. He said when it is too hot I won’t have Internet and maybe storms too. People do remember things like that. Where was Obama? AT MARTHA’S VINEYARD ON VACATION AND ON THE GOLF COURSE. all he did was to lecture the white people in LA not to discriminate when helping people. Well, the Cajun Navy did rescue a lot of black people along with other people. THE CAJUN NAVY WERE ‘EQUAL OPPORTUNITY RESCUERS’. Where was the govt? Nowhere to be seen, zip, zilch, nada. And now they have the nerve to show up and lecture people on following ‘regulations; concerning rebuilding and getting their lives back together? I would just disregard the vermin and carry on. Without a doubt this has been “a waiting game” yet as of mid-2016 “the tides have turned unfavorably” and the world is now “in a state of near shock” (and we haven’t EVEN hit the tip of the ‘berg’ yet).

            And, it has been said that on Labor Day our POTUS ‘signed America away’ to The U.N. (greatly pleasing whomever still wants us disarmed prior to ‘something’, but it’s being ‘played down’ as if our efforts with firearms would have little difference). lol… That’s fine, (and wrong), but fine with me. Hitlery would NOT be saying that she’s going to trash The 2nd A. as soon as she hits office if it were not important (to them) that we are disarmed ASAP …

            I fear for those who have not had the ears to heed the warnings (just as this site depicts, “DON’T SAY WE DIDN’T WARN YOU” …they heard us, but chose to not take any action (as they fully believe Uncle Sam is their best hope (and he’s a murderer …plain and simple), because TPTB made him that way.

            ONE THING EVERYONE CAN COUNT ON FOR A FORE_WARNING of impending doom is when you catch wind that all military bases have shut their gates and all places “off-base” are off-limits. Just thought I’d toss that one in as nobody has mentioned it (that I’ve noticed), and it’s a danged fact that all military-bases (of all types), would be tighter than a knat’s ass JUST prior to “The Main Event” – – THAT —-is what I am watching closely for, monitored 24/7/365.

            I would also appreciate some advice from any one of you that has a moment and knowledge of COMMO radios (like CB or ‘whatever’). My old Motorola ‘walkie-talkies’ are ‘questionable’ as for reliability (we just recently discovered). Possible ‘split’ crystals or ? (Older models that were ‘hammered’, repaired, but just older electronic parts that give-up-the-ghost even with non-use).

            In this day and age, what would y’all suggest as being the radio with the best range (in heavily wooded and mountainous regions)? I’m willing to spend what I must to get into gear that won’t fail us, within a reasonable limit of (give or take a few hundred), about $500.00 for a set, or less as they would be only subjected to ‘light-duty’ usage at most.

            Any truth to that sh*t? (We can’t find a damn thing to support or deny it), which is not surprising true-or-not.

        • Also the solar flares affecting the satellite cable channels when it gets dark around 9pm the channels come back on and are good with no problems untill around 6am when the sun starts up then they start breaking up and durring the day no signal but non sat channels are ok

      8. I stopped and put out a truck fire on the side of the road once using the extinguisher I carry.

        Police and firefighters arrived ten minutes later, I described the fire, exactly where it was and that I had put it out. The police and firefighters went ballistic on me, screaming at me for interfering and putting people’s lives at risk? It was as though I had committed a crime, by putting out a fire in a vehicle that carried 150 gallons of fuel and who knows what cargo. I was ordered to leave the area and told never to do this again.

        Phucks em if they can’t take a joke. The trucker was quite grateful, I saved a $100k Kennelworth plus his load. Now he just needed a tow and some repairs to get back on the road, instead of a totaled burnt hulk.

        • I have helped with similar fires, but didn’t get bitched out for doing it. You should have gotten the guys insurance info. Usually the Insurance company will pay to replace/recharge the extinguisher and for flares. I helped out on one fire and used up all my road flares. The CHP gave me twice as many as I used to replace my stash, I couldn’t talk them out of an extinguisher though, so I was out $20.
          I’m not a trucker, just a prepper.

        • PTPO, I’m not surprised about the cops going ballistic, but the firefighters too? Usually firefighters and EMTs are the only ‘first responders’ I have any use for since they do help people. cops are just totally useless government thugs with a total anti-public mentality. cops serve government and NOT the public according to the federal and state supreme courts. Since you were truly the ‘first responder’ on the scene, many kudos to you.

      9. I really feel for the people in Louisiana. But they are just beginning to see the over reach of Democrats. We here(Hawaii county)have all those permitting rules, until recently you had to get a permit to replace a sink fixture or repair a toilet wax seal. Now you don’t need a permit, but the repair must be done by a licensed contractor, not the homeowner. Solution; we just ignore them, do what needs to be done and make sure the government doesn’t have enough money to enforce anything but the most egregious violations.
        That is the trick, starve the government of money
        The Red Cross is about the worst people you want to see. They charge for everything, and impose stupid rules, given that they are operating in a life or death situation. To be fair the Red cross helped me once, in hind sight, I should have just struck out on my own, I was young and foolish then.
        Bottom line is avoid the government at all costs, the only thing it can do well is kill, and any fool can do that.

        • Rellik, I couldn’t agree more. The ‘authorities’ in LA really showed their true colors on this one. If I was in that Cajun Navy I would be armed when going out in the boat to rescue people and if any govt. trash tried to stop me, I’d give him ONE CHANCE ONLY to back off or I’d turn him into ‘gator bait’. Gators don’t care who they sink their jaws into, as long as the person is edible. The Red Cross is definitely in the same sewer with govt. Back in 79′, my wife and I got flooded out of our home and not knowing any better, went to the Red Cross for help. We were turned away from a shelter, couldn’t get food, clothing, not shit. We learned the hard way about Red Cross. Never went to them again and never donated a dime to them either. Just as bogus as the day is long.

        • If you use one gallon per day for one person you need 10 gallons of water. The problem is storage and for a family of five. The size of a 55 gallon drum in area min. Then see how much area 50 – 1 gallon containers take up. Five gallon containers would soon be at a premium.

              The seal can wear out quickly on some pumps and would be prudent to check the inside cylinder walls because they may have a rough surface. Might have to fine sandpaper them to keep the seal going longer.
              Also in a pinch we have used a sock slid over the seals and tied to the piston to get water up when the old/worn seals failed.

              • Anon, often-times one can make use of pine-pitch inside the pump to seal the air-leaks, and get better performance. Of course, this won’t work below freezing (unless you have erected a ‘pump house’ out of sod or ??? to prevent freezing).

                We are blessed with an artesian (overflowing) well and several springs – – three of them have flowed steadily for the entire time we’ve lived here, including the well.

                When we first purchased, the well had already been bored and had a hand-pump (hand-made) that used a ‘stack’ of inner-tube-rings (carefully cut?) that made an excellent seal for nearly five years. The old-timers “had a way” with things that has been nearly lost.

Now, an appointment averages 10 mins with an LPN (for Triage/Vitals), then another 10 with your Primary Physician, and then your doc and his nurses spend hours filling out government paperwork to record every aspect of your visit that day (to the degree of ridiculous amounts of time wasted when they could be attending patients in the hospital, etc). But no, let them die …we want intel and lots of it. Thanks for letting me ‘rant’ a bit.

      32. Interesting to consider the government’s “seal the area off” strategy. If you are in such an area, you won’t be able to drive out and then be able to get back in (via car). Likewise you won’t be able to get friends or family to bring you anything you don’t have – but need (medicine, clean up supplies, etc).

        If the intent is to round up people within the sealed off area, they will be able to stop anyone trying to get in and question them. So, you are going to take some supplies to Morgan Jones? Now we know that Morgan is inside the round up area. Where were you going to meet him? Oh, we’ll take them. And Morgan is rounded up.

        Lots of things to consider if the government seals off an area – especially since you may not have good Intel on where, how, or why!

When integration was forced on public pools, they were closed and back filled with dirt. Little parochial school my sister attended was firebombed.         My father was full on French speaking cajun. Folks down in South Louisiana have a variety of ethnic names which include Spanish, French, Slavic and German due to the many different waves of immigration through the centuries. The terms Cajun and Creole are often confused. A Creole is more likely to refer to people of color… lighter skin individuals related to a time frame of Spanish rule. Cajuns are descended from Acadian from Canada who hot kicked out and deported when they would not swear allegiance to the British throne. They were Catholic you see, and the British had split from the church by then. Today’s Cajuns retain the passive aggressive gene, myself included… even though I am only a halfie.

In addition to local Church members and full-time missionaries, many of these good folks traveled hundreds or more miles to help and remain on site.

      36. I remember buying up coffee back in the early 80s because they predicted crop damage in S. America and resulting shortages. I was a prepper back then and still am.

        The folks who got flooded here in Louisiana have lost a lot but most of the folks I know (family and friends) have banded together to help each other. Help and handouts are always welcome, it is ‘lagniappe’ on top of what we do for each other as family and neighbors! The flooding was a natural disaster exacerbated by man-made barriers that formed a wall causing floodwaters to back up. Many folks didn’t expect the flooding and for the floodwaters to rise so high and so quickly. By the time people woke up to the danger there was no time to escape let alone save precious belongings and preps!

        Neighbors helping neighbors, that is what it has always been about. TPTB, FEMA, the Red Cross, and other organizations may mean well but they are more interested in protecting ‘their’ turf/jurisdiction/source of power/revenue and ‘making hay while the sun shines!’
