With the devastation of Harvey still fresh in the public’s memory, stores in southern Florida are already running out of necessities like bottled water, and the Mayor of Miami is telling reporters to expect an evacuation order on Wednesday. But outside of the US mainland, the US Virgin Islands, which has activated the national guard as the storm approaches. However, Mapp’s order differed from the order signed by Texas Gov. Mike Abbott with one concerning twist: guardsmen can “appropriate” guns, ammunition, explosives and property needed to respond to Hurricane Irma. The order was signed by Virgin Islands Gov. Kenneth Mapp on Monday.
Irma’s eye is expected to pass just north of the heart of the U.S. Virgin Islands on Wednesday and bring four to eight inches or rain and 60-mile-per-hour wind gusts, though the gusts in the most powerful areas of the storm have been as fast as 185 mph, the Daily Caller reported.
Mapp signed the order Monday in preparation for Hurricane Irma. It allows the Adjutant General of the Virgin Islands to seize private property they believe necessary to protect the islands, subject to approval by the territory’s Justice Department. Mapp issued an emergency declaration Tuesday and mobilized National Guard units to prepare for the massive storm.
“This is not an opportunity to go outside and try to have fun with a hurricane,” Mapp said. “It’s not time to get on a surfboard.”
Because of its location in the middle of the Pacific, it’s understandable that the Virgin Islands would need to take extraordinary measures to ensure its response to the storm is successful. However, the order too closely resembles an expansion of US civil asset forfeiture powers adopted by Attorney General Jeff Sessions. Civil asset forfeiture, which allows police to seize property that is suspected to have been obtained using illegally obtained funds, is essentially another way in which the state transfers wealth from citizens to its own coffers.

To be sure, both Florida Gov. Rick Scott and Puerto Rico Gov. Ricardo Rosselló have declared states of emergencies in anticipation of Irma.
And while the forecasts are looking more terrifying by the day, as meteorologists have repeatedly cautioned, weather forecasting is inexact. It’s entirely possible that Florida may not see a single drop of rain. And if the storm passes without incident, how will the Virgin Islands ensure that all the seized property is returned?

Officials in the U.S. confiscated guns in New Orleans after Katrina. As I recall, this “plan” didn’t work out well. Many law abiding citizens turned in their guns and were later victimized by outlaws – robbed, attacked, etc. Outlaws (and patriots) did not turn in their guns.

Well back from my trip it was great I wasn’t there 15 minutes and got pulled into a Flynt knapping course for 3 hours at about 630 pm Fri there was a band banjo fiddle and a few other instruments I didn’t recognize that went till about midnight. What is the purpose in giving the National Guard the ability to seize guns, ammo and property? I would assume they are equipped with anything they need. I know they aren’t some militia force in a 3rd world country that needs to expropriate supplies and ammo in order to operate. The National Guard is not only a part of the US Army, but also has the funding and support of the State. Why on earth do they need to seize private property, especially guns and ammo, to operate? I’m pretty sure they have access to all the guns and ammo they would need as determined by the Governor, the President and their command and control structure.
This governor is an authoritarian threat who needs to be removed from office and hopefully prosecuted and imprisoned for using his office to carry out political vendettas against a segment of his population he does not like because they own guns.

(1) temporarily or permanently seize, or authorize seizure of, any firearm the possession of which is not prohibited under Federal, State, or local law, other than for forfeiture in compliance with Federal law or as evidence in a criminal investigation;
(2) require registration of any firearm for which registration is not required by Federal, State, or local law;
(3) prohibit possession of any firearm, or promulgate any rule, regulation, or order prohibiting possession of any firearm, in any place or by any person where such possession is not otherwise prohibited by Federal, State, or local law; or
(4) prohibit the carrying of firearms by any person otherwise authorized to carry firearms under Federal, State, or local law, solely because such person is operating under the direction, control, or supervision of a Federal agency in support of relief from the major disaster or emergency.
(b) Limitation
Nothing in this section shall be construed to prohibit any person in subsection (a) from requiring the temporary surrender of a firearm as a condition for entry into any mode of transportation used for rescue or evacuation during a major disaster or emergency, provided that such temporarily surrendered firearm is returned at the completion of such rescue or evacuation.
(c) Private rights of action
(1) In general
Any individual aggrieved by a violation of this section may seek relief in an action at law, suit in equity, or other proper proceeding for redress against any person who subjects such individual, or causes such individual to be subjected, to the deprivation of any of the rights, privileges, or immunities secured by this section.
(2) Remedies
In addition to any existing remedy in law or equity, under any law, an individual aggrieved by the seizure or confiscation of a firearm in violation of this section may bring an action for return of such firearm in the United States district court in the district in which that individual resides or in which such firearm may be found.
(3) Attorney fees
In any action or proceeding to enforce this section, the court shall award the prevailing party, other than the United States, a reasonable attorney’s fee as part of the costs. And a more recent version is The Stafford Disaster Relief and Emergency Assistance Act and in it is section Title VII: Miscellaneous and within it is this part: Firearm policies prohibit the confiscation of firearms for any reason other than failure to comply with federal law or as evidence in an investigation. It also prohibits the forced registration of a firearm for which registration is not required by any federal, state, or local law.[2] The Title also lays out the rights and legal framework for citizens who feel their gun rights have been violated during a time of emergency. ………………………………Above all this red tape is the 2nd Amendment in the Constitution.

I remember when They did this during Katrina and people crying as their weapons were taken and they were left defenseless…total crap. Notice in the statement how they state weapons, ammo or ANY PROPERTY they would need in the disaster. Well, that a pretty broad statement ripe for abuse if you ask me. So basically, someone could have prepped and prepared to take care of their own family with supplies and someone in “authority” could just say we need your stuff to help in the recovery efforts?! This is completely dangerous and trampling on one’s constitutional rights is never okay.

In Katrina, the prospect of entering the homes in the wealthier neighborhoods to loot on the pretext of gun confiscation was too much. You saw on the videos how the police were taking part in the looting of the stores. Supposedly the homes were to be empty of the owners who would have evacuated. What better time to loot? Gun confiscation is a pretext to loot.
Confronting your neighbors who want you to share is one thing; confronting armed police and soldiers is something else. One man’s prepping is another man’s “hoarding”. Hoarding has always been about acquiring the total supply of a critical item for the purposes of selling it at a ridiculous price. If you buy it for your own use, it is not hoarding. The abuse of authority is what makes government so dangerous in a SHTF scenario. It is present in every SHTF situation.

Just the other day, the media reported the hurricane catagory’s were needing to create a category 6 on the scale, that makes me think, the people controlling & operating HAARP do have a hand in theses hurricanes, They can control weather around the world.. why haven’t they used the technology to divert or, lessen the severity of these hurricanes??? Something bad is going on, and I do think it’s man made….
There are already stories out about cloud seeding on Harvey before it made landfall.

I know national gaurdsmen are gona have a tough time and thier work cut out for them, but this sort of move seems wrong –
“guardsmen can “appropriate” guns, ammunition, explosives and property needed to respond to Hurricane Irma. The order was signed by Virgin Islands Gov. Kenneth Mapp on Monday.”
I’ve seen footage from a friend was recently in the British Virgin Islands, and there is unfortunately a lot of property damage, but this sort of order is government overeach going to far. Private gun ownership might just lead to less crime, and allow people to defend themselves and thier family from looters and a potential breakdown in law and order.
They would also confiscate harmless, private property and supplies.
