The dangers of going to a disaster shelter or a FEMA camp during an evacuation are many. Because of this, we’ve spent time attempting to encourage everyone to do their best to avoid both at all costs by having back up plans in place. But there’s one more danger of going to a disaster shelter that is perhaps the most disturbing of all: sexual assault.
So just where exactly do sexual offenders go during a hurricane? According to some reports out of Florida, sex offenders in each county are given a designated location that is separate from general population shelters. Most of the sex offenders under state-wide community control are being told they can report to their nearest prison or jail. Officials are also well aware that incidences of rape and assault become much more common in the wake of hurricanes such as Irma and Harvey. When state-wide evacuations for Hurricane Irma began, Florida’s Polk County sheriff announced that sex offenders would be banned from all shelters. “We cannot and we will not have innocent children in a shelter with sexual offenders & predators. Period,” he tweeted.
But what about those who aren’t convicted of a sexual crime but have plans to prey on the women at the shelter? They’ll obviously slip through the cracks and likely be able to hurt a few women without getting caught. there’s just no way to know if someone might be a potential sexual predator. It simply isn’t possible to do a background check on all people who enter a disaster shelter after being evacuated. It isn’t as if those who work at or volunteer at shelters intend to put people in harm’s way, in fact, they just want to help. But there’s no way to police everyone at all times making a sexual assault a horrifying reality of a disaster shelter.
In the aftermath of Hurricane Katrina, which struck New Orleans in 2005, many women came forward to report that they had been raped or sexually assaulted after being evacuated and their stories have been largely unreported. Charmaine Neville spoke to a local television station a few days after Hurricane Katrina hit. But she didn’t really want to talk about the storm much. When she took shelter on the roof of a school, she said, she was raped by a stranger. “I had lain down and gone to sleep and somebody woke me up,” she said in an interview with the TV station WAFB. “They put their hand over my mouth, and a knife to my throat.” Her rapist threatened her, saying: “If you don’t do what I want, I’m gonna kill you and then I’ll do what I want to you anyway and throw your body over the side of the building.”
The horrifying truth is that 80% of teenage girls who survive a sexual assault will also develop a mental illness (such as depression, anxiety, or post-traumatic stress disorder) stemming from the assault about four or five months later. That’s even more reason to keep your daughter and wife away from the creeps we all know are out there.
Overcrowded and understaffed shelters put all those who stay at them at risk, unintentionally. There’s no way a handful of people can monitor hundreds of others at all times, as Neville sadly found out. A disaster can also put people in situations where they’re at greater risk of being assaulted; from living with an abusive family member to staying at a crowded shelter. That’s perhaps the biggest reason to take your safety and shelter into your own hands.
FEMA’s director, Brock Long, has even repeatedly warned that Americans do not have a “culture of preparedness,” and that’s why so many need the shelters at all. To avoid putting children and adolescents (and anyone in your family) in an environment that is dangerous and potentially hazardous is something that is much-needed with the startling uptick in natural disasters. FEMA themselves are telling you not to rely on them and admitting to making mistakes that could have cost people their lives. So how do you prepare for a disaster to avoid a shelter or FEMA camp?
The book The Prepper’s Blueprint offers several suggestions and a step-by-step guide to help. It’s especially essential for those just beginning as a prepper. One of the best action plans for any natural disaster is to have a backup shelter or a place your family can go on their own away from the disturbing infections and diseases of most shelters. You will also be more likely to keep your family safe from sexual predators if you’ve got a means to protect yourself away from the crowds of hungry and angry people fighting over the last can of corn. All family members should also learn some basic self-defense just in case, especially the women. Women should feel empowered, not defenseless. Take classes in your area if you don’t know where to start. It’ll be well worth the money spent. Also, consider employing some simple situational awareness techniques too. Take the time to notice your surroundings and encourage female family members to do the same. Just recognizing that someone may be lurking or following you could save you from an assault. But the simple decision of just being away from the masses and out of sight of others could help you stay safer as well. This is often called a fire plow. It won’t work well under humid conditions.
An unusual but effective fire technique is a fire piston. I already discussed it in detail prior. What happened in history was some natives with bamboo discovered that if they made a crude piston and flammable wood was in it as tinder, that the compression ignites the tinder bundle even with high humidity.
It’s a near goof proof way to get a coal fired to transfer into some flammable tinder and thus a fire quite quickly. In my opinion, it’s the MOST practical way to start a fire versus any technique…even flint and steel.
Some day, you will be freezing and wet and struggling to get a fire started. Or it’s humid. Or you’re exhausted. Nothing beats a fire piston.
And they are so simple to make with some very common inexpensive hardware. Look it up on youtube.

I went to a shelter during the hurricane last September. The hoards were packed in like sardines. I only left to go there because fire trucks were roaming telling people to leave. I brought my own food, the food handed out was of the lowest quality possible, pure garbage. The floors were covered with people laying everywhere in every building of the high school. Entering everything you carried was searched. Not going to make that mistake again, would rather ride out the storm.

Recent Hurricanes, here caused the county to open several shelters.
They warned these buildings may only handle 40 MPH winds. Hurricanes are usually well in excess of that speed.
There was no food.
Bring your own food, blankets and pillows, most places here allow pets. If they didn’t allow pets most people here would never go to a shelter.
Best bet is to prep and stay in place.
Other Natural disasters that destroy your home, obviously you must leave, but I’d put a tent up and stay close to my preps before I’d go to a shelter. Volcanoes excepted, then you stay with friends, family, anything other than a government or Red cross shelter.

I propose as law, if a man is caught in the act of rape, regardless of the age of the victim, it is acceptable to end his life by any means necessary; as long as it is not deliberately slow torture. Likewise, it would not be permissible to injure him with a thousand tiny cuts, and drink his blood.

Our rivers and canals are so full here in Central N Florida, just a few inches of rain starts the flooding into yards. I have a few more feet to go up before it hits my wood base of my building though. But in a few months, my building is going to me moved up on a built up mound, about another 3.5 Ft higher from where it sits right now. Wish that was done already.
The problem right now, is the flooding has saturated the ground so much the tree root systems are giving way and we are having many huge trees falling. Its a mess. We had a large tree fall over the canal near me from the other side of the swamp just doe to the flooding. It will take the county months to clean up just this mess already. No more rain please.

You might have to go there if you have to bug out. During a fairly recent hurricane event, there was leaking natural gas plus storm surge. No one expects to be forced to bug out…but it occurs.
Part of preps is having an alternative as a result of making friendships and utilizing your relatives. You sometimes have to and likewise, you sometimes have to help others.
We really do NOT have good data on sexual assault as the feminists have totally redefined this. And this is coming from a parent to daughters and sons. They have been taught by the feminists to include every unwanted advance as “sexual assault” and so, you have absurd statistics so no one actually knows but PRESUMES a high incidence rate.
This is largely contigent on urbanization, associated crimes, and university life. So yeah, under these circumstances PLUS bugging out or disaster situations, then there is a very high incidence rate.
Or sadly due to military service or education by Roman Catholic clergy. Both have very high rates of abuse.
Now here is the factor you aren’t understanding. It’s two things. Violence is the primary aspect in these assaults…a shocking level. If you doubt this, talk to a law enforcement officer because it’s more about humiliation and violence than outright sexual abuse. The second aspect is STDs and PTSD in postcollapse SHTF situations and possibly pregnancy.
This totally alters what you have to manage under these conditions. You must be aware of addressing the short, medium, and long term effects by YOURSELF as you cannot count on anyone whatsoever to help the patient/victim: find justice, be secure, medical needs, wound care, pregnancy, infections, etc.
It is entirely plausible to expect very serious long term effects so prevention and watches and walking the boundary and vigilance are your mediation tactics.
Looking at the current aftermath of the typhoon in Japan, a million people were directly displaced due to sustained 135 mph winds! Never think that you neverbug out. That is silly. All can be displaced by something as complex to cope with like a hurricane. Loss of water due to spoilage by contamination often happened historically and this often drives out people from their shelter.
Any time you shelter with others, you have total loss of control.
You don’t want to invite just anyone into a shelter with you. Obviously Christians often overlook differences in order to witness to nonbelievers and help fellow Christians who are struggling. In ministry, the preponderance of the suffering are often nonbelievers. And most of them will NOT thank you…so have realistic expectations.
All should know that state registries have data on sex offenders. All you have to do is go online and type in your location and you willbe shocked by how many live within a five mile radius.
If you do this now, and some have photos of the offenders, then you are aware of their history. I bet you will recognize them.
This always shocks people.
You should also look and see the current distance to incarceration sites. And then look up the amount of ex-cons in your locale.
This is basic prepping information but very pragmatic in order to determine how many sociopaths and psychopaths you will have to deal with under SHTF situations.
Presume a 2-3% rate as a baseline but these folks have zero morality and will commit any criminal act toget what they desire.
Basic math
A town has 5,000 people and of that number, 50-150 will resort to violence and mayhem and assault to get what they need when the SHTF. But sociopaths will intentionally hide in leadership roles as lawyers, physicians, pastors, business owners, law enforcement, ex-military, and politicians.
An urban environment has no carrying capacity, so that means those living will falter and likely organized crime and gangs will seize control. A city of a million has 10,000-30,000 sociopaths and psychopaths. But they also have drug abusers, common thieves, prostitutes, enforcers, distribution, loan sharks, etc.
It’s entirely plausible that an organized militia could form in an urban center to control nearby rural agricultural towns…but these require VAST food supplies and are unlikely to succeed in the medium and long term. Transportation is limited due to lack of fuel resources. They cannot project power as in history due to lack of cavalry.
Psychopaths can be very persuasive and if you have both, they will organize raiding. Intelligent ones will attempt to wrest control of agricultural reasons to rebuild feudal societies ie serfdom and or slavery.
That is what happens under disaster psychology and in history.
