They Come For the Ammo: New Bill Would Require Background Checks for “Explosive Materials”

Never one to let a crisis go to waste, Senator Harry Reid has introduced a new bill that would require background checks for anyone purchasing “explosive materials” or “powders” commonly used to manufacture ammunition and fireworks.

The Boston bombers utilized black powder sourced from common fireworks to manufacture the bombs that left 3 people dead and scores wounded in the worst terrorist attack on U.S. soil since September 11th.

Senator Frank Lautenberg, who wrote the bill, claims the incident in Boston, “shows that background checks are needed for explosive materials.”

“It defies common sense that anyone, even a terrorist, can walk into a store in America and buy explosive powders without a background check or any questions asked.”

“Requiring a background check for an explosives permit is a small price to pay to ensure the safety of our communities.”

The purchase of black powder in amounts over 50 pounds already requires a background check, but the new bill would lower the thresholds and will also include “smokeless powders,” which are used for the production of ammunition.

The move by Reid and Lautenberg, who both supported President Obama’s failed comprehensive national gun control overhaul last month, has Second Amendment advocates concerned. According to The Truth About Guns the language of the bill, which is yet to be made available, may place stringent restrictions on the purchase of certain quantities of ammunition:

Depending on the bill’s language, it would include not only loose gunpowder (such as that used by handloaders) but could also cover standard ammunition cartridges.

Lautenberg and Reid are trying to label these propellants as “explosives” in the wake of the Boston bombings and use that tragedy to limit general access to ammunition and reloading components . . .

It’s a back door way to make gun ownership more difficult and possibly put smaller local ammunition manufacturers out of business.

Because a potential terrorist could conceivably take apart ammunition and use the propellant to manufacture a bomb, ammunition purchases containing enough powder to exceed the new threshold set forth by the bill will likely require a federal background check, similar to purchasing a firearm.

Reid and Lautenberg will also give the Attorney General power to forbid the sale of explosive powders to anyone who is believed to be purchasing it for the purpose of terrorism, a term that has been broadly defined in contemporary America to include anyone who may have second amendment oriented views, reads survival literature, home schools their kids, prefers precious metals over centrally printed Federal Reserve notes, or expresses a fear of big government.

The bill may never make it past committee, but it introduces a dangerous new strategy that shifts the gun-control focus away from firearms and targets gun accessories, magazines, and ammunition.

    Tis not difficult to see through this to what lies beneath the waters…the recent voice-vote RECALL of the ‘STOCK’ act…which was passed by both Houses of the Congress , Publically in an OVERWHELMING Majority while THEY were under media scrutiny, the act which precludes them from using ‘Insider knowledge’ to enrich themeselves each and every time that any legislation serves to disturb the Markets…that same act which THEY recalled QUIETLY on a Friday session just before LEAVING for the WEEKEND, indicates but one thing alone…

    That THEY are not now, nor have they been before…nor will THEY EVER ‘Play the Game’ by the Rules which WE are bound to…and HENCE, they are fully engaged in THIEVERY on a scale so Grand that it beggars the imagination… HOW WILL THEY KEEP those ‘ill-gotten’ gains?

    Answer: Simple, YOU will NOT have the ability to retrieve thier ‘spoils’ from them…THEY wil have ALL the means to defend themselves…you will have none.

      The problem lies with the people who voted them in in the first place.

        KY Mom: DHS may be buying a lot of ammo but they don’t “give” extra ammo for folks to take home. The primary weapon of issue to officers and agents of Customs and Border Protection-DHS, which includes ICE, is the H&K P2000 .40 cal. Range qualification were 3x a year and were going back to 4x. Each person is given 2 boxes of 50 rounds of FMJ for qualification and they must also use their old HP rounds as well. After qulification the are given new HP rounds. That means 3 magazines at 12 rounds plus one in the chamber equaling 37 rounds total they take from the range. Mathematically that’s 548 total rounds used, not stored, per year per person.

The AMMO Act would restrict agencies from obtaining additional ammunition for a six-month period if current agency stockpiles are higher than its monthly averages prior to the Obama Administration.

          “President Obama has been adamant about curbing law-abiding Americans’ access and opportunities to exercise their Second Amendment rights,” said Inhofe. “One way the Obama Administration is able to do this is by limiting what’s available in the market with federal agencies purchasing unnecessary stockpiles of ammunition. As the public learned in a House committee hearing this week, the Department of Homeland Security has two years worth of ammo on hand and allots nearly 1,000 more rounds of ammunition for DHS officers than is used on average by our Army officers. The AMMO Act of 2013 will enforce transparency and accountability of federal agencies’ ammunition supply while also protecting law-abiding citizens access to these resources.”

          “After hearing from my constituents about the shortage of ammunition in Oklahoma and the Department of Homeland Security’s profligate purchases of ammunition,” said Lucas. “We have introduced the AMMO Act of 2013 to curtail these purchases so Americans can exercise their Second Amendment rights without being encumbered by the federal government. I was surprised to find out the DHS has the right to buy up to 750 million rounds of ammunition over the next five years, while it already has two years worth of ammo already. This is an issue that must be addressed, and I am pleased this legislation provides us the opportunity to do so.”

        I know a lot of people say if they come to my home I’m not giving up my arms… Let me tell you, I WILL NOT GIVE MY ARMS AND AMMO!!! If more people take this stand we can hopefully make a difference or atleast open a few eyes.

        I haven’t heard they were taking firearms from the searches. Every generation of my family has fought for this country and I’m not willing to end up defenseless in a Fema camp. I’ll tell the wife to take the dog and go to my parents house because its about to get real in Indiana. I hope to never have to engage any human but my countries constituation says I have rights no matter what the commies try to pass.

        Don’t trust any member of the government because both parties act like they are fighting for us; but its all a show because policy is made behind closed doors with a bottle and a handshake. Very few can be trusted.
        Sorry for the rant but no one else I know cares so I figure atleast people here are awake!!!

        Not if you make your home unfriendly to forced entry and dont answer the door. Your doors can open outwards (everyones should) alarms that blair loudly upon a panic button or a alarm system set off. YOU CANT FORM WORDS CORRECTLY when volume is so high you cant hear yourself, this makes it impossible for the person breaking in to bark orders or talk to each other. These are two things that are cheap and can be done by almost anyone, but be creative, and put yourself into a situation that someone wants in and see what you can do to stop it without building booby traps to phyiscally harm.

      Now, they are also trying to work out a bill that will not require them (535 smucks, from having to buy into the all mighty Health care plan. They also want to have non of their cabinet people have to buy into it also. They claim it will hurt there aides pocket books to much and they might loose good people to another business.

      Another pure sign that they think of themselves as being above the people, not for the people.

      I no longer think of the citizens as sheeple, but as frogs, because they seem to want to just sit in the nice relaxing water as our so called leaders keep increasing the heat oh so gradually till they(frogs),have COOKED!

      What you are describing is a feudal system. A system where you have the “elites” who make the laws and have all the weapons, and the “serfs”, who have whatever the “elites” think they “need” to have….whether it be food, shelter, land….whatever.

      I refer to it as “neo-feudalism”….but it’s just the same old system as was established and practiced in Europe during the middle-ages and one of the primary reasons THE FOUNDERS OF THIS COUNTRY LEFT THERE TO COME HERE. In this case, there is no king, but a “ruling class”….an oligarchy. And as JOG has stated, they are not bound by the rules that the set for everyone else. If that is not a feudal system, then I don’t know what is. And I believe it is more onerous than the one that the founders of this country rebelled against. The British Crown certainly exacted less in taxes.

      The process by which they have brought us to this point has been long. It really started during the Civil War…was codified by Wilson and the bankster cartel in 1913….picked up pace during Roosevelt’s administration and is now close to being fully implemented.

      Included in this process has been the dumbing-down of the American populace so that they are willing to have the chains placed upon them. In fact….they are beyond willing to the point of actually asking to be enslaved.

      There are those however, who will not be bowed or chained. And this is why I have frequently said that civil war is coming. The American Revolution was our first civil war, because it was by no means a unanimous uprising. This will be our third civil war. The tyrants know it is coming. And that is why they are preparing by both purchasing ammo and seeking to disarm the population. And they are also running dress rehearsals…like the operation we witnessed this past week in Boston.

      How it will all end is unknown. What IS known, is that the winners will write the history books.

        Although, as others have suggested, it is not just the dumbing down, but the DRUGGING DOWN of our population. THey want to start with kids as young as 4! Add in the THC and alcohol (England has a serious problem with booze and underaged drinking too) and you have chemically impaired voters. What if we had a Greek-style collapse, and those SSRI drugs were suddenly unavailable (along with crucial medications for real health issues)? The sudden withdrawal from the SSRI compounds could cause a small percentage of these folks to become deranged…

        But when you go to the shopping centers and see so many slouchy, passive metrosexual males with iPhones and earbuds, do you really think there would be much resistance to the DHS troopers? How many suburbanites would protest as they are “evacuated” to “safe zones” and assistance centers? Forget the urban welfare mobs. They will eagerly wait for the uniformed “heros” to herd them to “safety”.

        Yep….if you want to know what the tyrants will do, you simply have to ask yourself what you would do if you were them. Of course, you have to drive any sense of human decency from your mind to do that.

        If you’ve ever read any of John Douglas’ books (former head of the FBI’s behavioral sciences), you learn that in order to catch a serial killer, you have to get into the killer’s mind….learn to think the way they think. The same principle applies with the psychopaths we have running our government.

I am frequently amused when RINO Republicans and Democrats talk about “reaching across the aisle” and doing truly “bi-partisan” work to pass legislation. We should welcome gridlock!

      We have a massive push for “immigration reform” while at the same time we now know that the US Government is actually PUSHING Mexicans to come to America, illegally for Foodstamps!!!! I couldn’t believe it!

      “Gun control,” Obamacare, immigration reform, all of this president’s agenda has been and is about one thing: CONTROL! It goes back to Bush with the Patriot Act. The sad part is that 80% of Americans either don’t care, aren’t interested or are zombified by the mainstream “news.” Of course. If you can’t get their guns, get their ammunition! Makes perfect sense.

This country is in trouble, everybody should be waiting for the next ‘backdoor’ sneaking way they will try to disarm the people. Our freedoms are being eaten away daily.           Did you know most low base shotgun shells use the same or similar powder as 9mm, 40, and 45acp/LC. but the shotshell holds alot more. A experienced reloader with a chrongraph could disassemble a shotshell and work up some usable loads under a emergency. Popular shot shell powders still available that are used in pistols today…IMR 700x, 800x, red dot, blue dot, and hodgedon universal clays. disclaimer… research this. If you are inexperienced DONT DO IT. you will blow up your gun by too hot a load, or the bullet wont make it all the way down the barrel and the next round will blow up your gun and you.

            Along the lines of what your talking about,
            Been fooling around loading shot shells, been getting creative with what im loading with, using an old mossy slider for testing, as long as you stick to basic recipes as far as grains of powder and weight of load you can stick almost anything in them, even the wad can be creative,, have loaded 1-1/2 oz of 3/8 rock, 1-3/4 oz of small nuts and clipped up machine screws, 1-3/4oz of carpet tacks, one of my favorites was 2-1/4 oz of 1″ finish nails neatly stacked into the shell, at 25-50 yds they would ALL be extremely deadly and you can use almost any of the faster powders from about H110 on up to Red dot as long as you stay close to conservative recipes. Its not rocket science for the shotguns, as for handguns and building loads, i would be careful, especially with polymer framed guns like glocks, not real forgiving if you load too hot.

            I’ve loaded red dot into .357, .41, and .44 magnum med range loads for years. Look into older reloading books for data. A pound of red dot goes forever, and if anyone says it’s not strong enough ask if they want to stand 20 yards in front of it.

        Hunting you down…What if anything do you know about the fault that runs thru GA and SC ending up in the Charleston SC area…I think the last quake Charleston had was in around 1890 maybe?…Anyway seems to be several small quakes 2.8 (last night) and several over the last few months etc in the GA SC area just wondering what you thought in regards to another large one being due in the Charleston area?…

          @ Fed Guy 20002. August 31, 1886 was when a 6.6 to 7.3 hit Charleston. It is very interesting to note that if you take a flat piece of string or tape measurer on a globe and floowing the eastern thrust border of the Caribbean plate you have it continue right through Charleston. This Caribbean plate is not that large but highly influnced the Midwest (New Madrid fault) and the eastern seacoast fault region such as the one in South Carolina. This area of South Carolina gets a very high seismic risk rating, almost as high as the New Madrid area. It is capable of a mid 7 to maybe a 7.7 or 7.8.

          Since there was no equipment to register what hit back in 1886, speculations of mid 6 to low 7 about what hit. The Waether Channel did a show on this, It Could Happen Tommorow. This is a fault region that about 150 years or so I very large quake occurs. Could the 1886 quake be considered very large? 6.6, no. 7.3, yes. Probably not a real hazard until what starts up south of the region. 127 years is not really that long as compared to say 201 years for the New Madrid, 313 years for the Cascadia and the Souther San Andreas.

          Honestly what I would worry a lot about is the eastern and northern sections of the Caribbean plate going. This section last broke about 600 years ago and is just a little bit smaller than the Japanese fault system that produced the 9.0 and a massive tsunami. The real issue with the Atlantic and Gulf Coast areas is the shallow shelf offshore. Tsunamis really build in size in shallow water. On top of this you can have a funnelling effect by the shape of the coastline.

          Charleston to Daytona Beach, Florida have a concave shape to the coastline like a spoon. The water is very shallow out to about 80-120 miles. WHEN a mega thrust earthquake occurs, which it will like the past, the tsunami that will roll up on the coast will be horrible. Even something 1000-1200 miles away could still generate a tsunami 30 feet+. It is absoltuely soemthing to think about WHEN you here of ANY 7.5+ in the Caribbean sea. While a 7.5 would likely not generate anything that large where you are, it could still cause some problems to boats. A 8.5+ and I would not be within 2 miles of the coast.

          The amount of destruction in a Charleston quake that is below 7 could be severe, above 7, and you have problems. Like in quake prone areas, the anchoring of the supports around the house can make a lot of difference. It is not that expensive but it is time consuming. Any joist, where beams connect to other beams should have metal brackets. Wood is very pliable and elastic, as you can see how trees sway much distance in the wind. It is where the wood supports are connected to other supports without good sturdy metal brackets is where they come apart and the house falls down during mass movements.

          I cannot stress enough how important it is to avoid fires by securing the hot water heater and if you have gas to have a special wrench to immediate turn off the gas. People are in shock after earthquakes and one of the number one concerns with be fire. The next is glass. I have know several people that have had their feet tore to shreds by the piles of glass after a quake. Shoes and be aware on this is very important. Fallen power lines are also something to think about.

          Thankfully though such a quake in your area will not be for hundreds of miles and more isolated event. Still something to absolutely prepare for. I would start with the foundation of the home and all supports, and secure them well. A couple hundred dollars worth of prevention can save tens of thousands of dollars worth of repairs and save lives and very bad injuries. By the way, the little quakes are not necessarily something to worry about. I would be more concerned right now from a trigger from what is south of you.

          I made peace with Jesus years ago. He told me to stock up on food, guns, ammo, water, firewood, tools and more guns and ammo just for kicks. I’ve been doing that for over thirty years. I often wonder what guided me to accumulate ten plus cords of firewood (I don’t even use more than a couple racks a year) with racks (2-3 racks to a cord) placed in strategic points around my place. The fellow that got his legs blown off seems to be an actor in this “made for the masses” theater. Having been in a very serious auto accident myself (with less blunt blood trauma than this fellow) I can say that he would NOT be up smiling with no IVs for photo ops in a week. He would not be riding around in his wheelchair giving gifts to other victims in 10 days. With all the blood loss he would have had at the scene he should be dead. Severed Femoral arteries cause bleed out within a couple minutes yet there is conspicuous(sp) lack of blood on the “rescuers” or blood trail. This guy is sitting up in his wheelchair holding his leg and is coherent. He is one of the last to be evacuated when others with lesser injuries are gurneyed out first. No gurney for this guy. He should be out of it in shock and not coherent. Don’t CERT drills use realistic injured actors? Someone commented on here about having experienced CERT training before. Perhaps they could chime in on this. Any EMTs…I would appreciate your take on this guy’s condition. Although the Sandy Hook narrative seemed a little off, I am really disturbed by the way the official story of this is being told. My tinfoil hat is really squeezing my head on this farce.

          And not just pain tolerances, but factor in shock and adrenaline. I saw another photo of the same guy laying on the pavement before he was loaded in the wheelchair, and his legs were gone there as well. I think the guy pushing the chair in the cowboy hat used his belt for a tourniquet on the guy also.
          There is a lot of BS going on with Boston, this original Saudi suspect, even the dead kid in the river, but I don’t think that poor guy is one of them.

        one guy said he was going to the range so was going to pick up some 22 and some 223 ammo on the way, didnt get why I was laughing,, over here there is NO ammo for any of the popular calibers,, and when the powders come in they are usually gone within days, and the only way to get bullets for reloading is internet, and ya know how that one is going,, there are none.

You could get 10,000 rounds of .223, 100,000 primers, bullets, 200 pounds of powder in one hour, if you are willing to pay for it.

            The scalpers are the ones showing up at Walmart at 7:00AM to grab the entire days’ delivery of ammo, then selling it online at double the price.

I ordere 3 jugs of powder from Midway in the first week of January. 4 1/2 months later they e mail me cancelling my order and took 5 days to reimburse my account. Military and law enforcement are trained to use their guns. They have made it also impossible for us to train with the price of ammo.

          “Smokeless Powders” are – absolutely – NOT Black powder, in any sense. My recent purchase of a Hornady AP came ‘equipped’ with a video in which the venerable Joyce Hornady (Yeah I know..strange name for a GUY!) explained the “in’s and out’s” of reloading.

          During that, at one point, he clearly demonstrated an interesting fact about smokeless powders, ie, that they do not pose an “explosive hazard” until and UNLESS they are ‘confined’. That is to say that the rate of combustion of the powder is a function of the pressure to which it rises during said combustion. What does THAT mean?

          Just this: Unless the propellant is temporarily complelled to remain in a ‘nearly’ fixed space and NOT allowed to undergo significant expansion at the instant that combustion begins then the ENERGY which is ‘realized’ physically therefrom is very small!

          To illustrate this Mr Hornady had something amounting to perhaps two HANDFULLS of ‘smokeless’ (which If memeory serves here he identified as IMR 4350) on a table in front of him and which he DELIBEARTELY tossed a lit match ‘pon…

          FAR from it being the case that Emergency Medical Services were thereafter IMMEDIETELY required, instead it was seen that the mass simply ‘fizzled’ as it burned cleanly away….NO EXPLOSION, NO ‘BOOM’! Without demonstrating the alternate fact with respect to ‘Black Powder’ Mr Hornady went on to say that HAD he chosen to do THAT with an equivalent amount of “BP”, that he would NO longer be “amongst the living” at the conclusion thereof.

Once upon a time in the olden days, when I was a young lad, you wouldn’t understand, but the streets in a small town, had tar on them, no assfault back then. But to make a short story long, me and this homey of mine, found a box of 22lr shells mashed into the tar, so we dug them out. A neighbor had a vice on a workbench in his back yard, so we had this great idea, we would put the shells in the vice which was my homeboys job, and he would tighten them down and I took a piece of pipe and knocked the bullet out and then we would pour the powder in a little pile and light it, no big deal but it was fun. But the fun ended when he put one in the vice and I tapped the bullet and it tipped over in the vice so he tightened it again and it tipped again. Anyway he was only about 2/3 of my size so being the big guy,I told my homeboy to get out of the way and let a man do it, so when I cranked down on it the detonation happened. Don’t know if you ever heard the zing of a projectile zip by your head, but the fun was over. That could have been the end of a young Patriot. Trekker Out

      howdy eisen! hope you’re well. still trying to teach us old geezers about the language, i see. just a brief correction on your post: in the nominative possessive, or when the definite article is in the plural past tense, such as the pronoun modifying the verb prior to the adjective encased adverb, it is possible for the ‘a’ prefix to denote a similar, though not identical, status. hence, ‘a’ could also mean ‘in addition to’ or ‘by means of’ etc. checked this with my old college prof from bugtussle a&m, dr. a. mo nition, phd. he’s a world recognized expert in greek language (as well as a hell of a good taxidermist) and assures me this is the case. hope this helps.

I can make a pretty serious bomb with the heads of plain old kitchen matches, not to mention gas, propane and assorted other materials that are readily available. When are they going to realize they can not restrict everything that may have dangerous applications other than their intended use. Maybe we should be required to have a background check and be issued a national gasoline purchase card that would allow us to buy 50 gallons of gasoline per month, but only if it is pumped directly into a vehicle or equipment. No more cas cans.

        What? I’ve got shotgun ammo that’s over 50 years old just left in drawer that still works, and Rifle ammo that’s over 70 years old. Thousands of rds in basement that;s just in original packing If it doesn’t get soaked or too hot it all keeps close to forever. Only ammo I ever saw go bad was some 1920 era .25 Cal that was not properly annealed and got neck cracks. That’s why US Gov ammo has that dark ring around the neck, you can tell it’s been annealed by that, commercial ammo is polished and you can’t tell

          Homeland security is not too concerned about storage of ammo. Does anyone think that they would buy 1.6 billion rounds if it had an expiration date.
          I have used 1952 8mm mauser ammo for the old german mauser and it shot flawlessly.
          Also have shot old shotshells of the paper hull variety and shot well. Keep them dry and cool, possibly in ammo cans and they should last for decades.

This ties in to my response to ‘CON T’ on previous thread about gold and silver not being ‘money’… and about the beginning of total lockdown of control over all those things that we will need to live, first gold and silver because ‘money’ is about to change, ammo, and next, food and water. When the dollar collapses, the velvet glove will come off, but, there are some ramifications that nobody has discussed… because it is too scary and ‘speculative’. Speculation is only in monetary matters, when speculating with my life, I call it contingency planning, especially when the spirit leads. (I’m hoping its just my imagination… 🙂 but its a very strong inkling, so take it for what its worth.)

Every so called msm story, every news event, no matter what, is another log on the fire of removing constitutional rights. There is no end, or even a slow down to this.

    But looking at the big picture, from THEIR point of view, all these laws will be necessary as our economy collapses, and people come to finally realize that they have been lied to for years, and everything they have worked for their whole lives , is being taken from them, right out from under their sheeple noses.         The 75,10,15 was the old Gov values 1860S. To test if it’s ground enough place small amount on metal block and light. If it forms little white “Pearls” it’s not completely mixed. Grinding was done for many hours to force saltpeter into carbon. A very small amount of water was sometimes used to help it go faster. The green powder noted above was USEABLE IN CANNONS BUT WAS NOT AS GOOD.

    PO’d and 22Mission, I once had a 1972 Dodge cargo van [short one] with the slant-6 and 3-on-the-tree. I bought it from one of my neighbors who had a mom-and-pop auto parts store, only used it for deliveries. Bought it in 1982 and it only had 60,000 miles on it. had to do a little work to it to take it on the highway to move back to TN from FL. It drove like a tank, but it was dependable.     No proof has been offered in support of this idea, and it’s being used as a pretext for the legislation being proposed. What you’re saying in the article is that the media’s silly statement about the bomb, made before any investigation had taken place, is absolutely correct.

    This leaves you in the position of arguing against Lautenberg’s proposal by first agreeing with him, where his basic premise is based on a lie. The media is wrong. Lautenberg is wrong. Reid is wrong. Why stipulate any point this gang of liars try to make?
