San Diego Begins Bleaching Streets To Contain Outbreak Of Hepatitis A

A Hepatitis A outbreak has killed 16 people in the southern California city of San Diego. In order to combat the disease, the city has literally begun spraying the streets with bleach.

An article by NPR said that the Hepatitis A was first identified in the area in early March, according to the county, and declared a public health emergency earlier this month. Nearly 400 people have been infected with the disease.

The majority of those sickened by this viral infection outbreak have been homeless people. A letter from San Diego County health officials stated that hepatitis A is being spread through contact with a “fecally contaminated environment” as well as person-to-person transmission. A big part of the problem is an apparent lack of public restrooms in areas where the homeless population congregates.

Hepatitis A is a highly contagious viral infection, which can prove fatal. According to the Centers for Disease Control, the virus attacks the liver. Adequate personal hygiene and sanitation can help prevent the spread of the virus.

On August 31, the county issued a directive which has forced the city to wash the streets and expand public restroom access, adding that “failure to immediately follow this directive will endanger public health and safety.” Last Friday, the city agreed to the orders and began bleaching the streets on Monday.

According to NPR, the process is lengthy and must be repeated every two weeks to combat the outbreak.

The procedure, as prescribed by the county, involves first spraying down hazardous items such as human waste or needles, waiting 10 minutes, removing the contaminated items, then spraying the area again with bleach. After that, it calls for pressure-washing the area with water.

It is set to be repeated every two weeks, with weekly “spot maintenance,” according to county guidelines. –NPR

There have been more than 250 mass vaccination events, and nurses have been deployed to areas which have a large homeless population, according to the county. Dozens of hand-washing stations have been installed, with more on the way. But this all began with the city’s skyrocketing poverty and homelessness.
The number of people living on the streets downtown is up some 27 percent to nearly 1,300, according to The San Diego Union-Tribune. It’s particularly visible in the 104% increase in the number of tents and hand-built structures, the newspaper adds.

A lack of affordable housing is contributing to the problem and the continual raising of taxes makes it harder on those already struggling financially. “Seventy-seven percent of unsheltered people said they became homeless in San Diego,” the Union-Tribune reports.

Councilwoman Lorie Zapf recently told member station KPBS that she is concerned about the amount of waste in her area as a result of illegal encampments of homeless people. “I went down there myself in July and what I saw with my own eyes was an insane amount of trash,” Zapf said. “I saw human feces, meth cookers, syringes, stolen property — and all of this will flow right to the ocean if it is not cleaned up, and it will spread hepatitis A virus.”

    Hepatitis A is spread by putting something in your mouth that is contaminated by the virus. Sexual contact can spread. Improperly washed eating utensils. Food prepared by someone who is infected with stool on their hands can spread it. If you live in San Diego, it is hand sanitizer time as long as washing your hands obsessively. I’d avoid eating out. This is easy to spread and hard to wipe out.

      Just got back from San Diego last night. There are homeless people everywhere around the downtown area. Lot of schizophrenia among them. Interesting contrast to the new high rise condo building they are building at the edge of downtown and the harbor and advertising 2 & 3 bedroom apts. starting at $1.1 million.

      Had to eat out every meal. Tried to eat at the better establishments or the hotel restaurant. Didn’t see them bleaching the streets anywhere, but the news said they were putting more porta-potties in front of city hall and posting private security officers to guard them. Saw one security officer downtown making a homeless woman move. The news also warned customers that may have eaten at a Pacific Beach restaurant to get checked, as one of the employees had Hep A. Kind of worrisome, but everyone seemed to be going about their business as usual.

    That is a long time.
    This couldn’t be the result of allowing sick people into our Country without any medical exam at all. Immigrants were held at Ellis Island, treated or sent away. Go watch the original movie, “The Godfather”. That needs to be standard.

    Also, people serving food need to receive a medical check-up. And kitchens checked by the city for good health practices.

    Using public restrooms is becoming a hazard in itself.

    And what about public buses and trains, crowded places. Oh, jeez; I don’t feel so good. ?

    The fictional, Darlene McBride character had a ‘Paint America White’ tour.

    San Diego has ‘bleach the streets’.

    Fences around the farms in Temecula-Murrietta (greater San Diego) look like armed, angry border crossings, where those white buses take the bracero labor. Labeled “restrooms” are used to store tools, speaking of hepatitis spread. And, I’m not so sure about the purple pipe (toilet-to-tap) water, used to irrigate your food and landscaping. They tell people not to drink it.

    You say it’s a problem with the third worlders, then, proudly assimilate them, into your midst.

    You tell that presumably-diseased, homeless person to choose the halfway house or jail. From either place, they get preferential hiring as food preparers and in the service industries.

    I hope it doesn’t affect me, but, afaic, you had no sincere intentions of recognizing the dignity of labor. You have chosen to create some kind of social status, which is lower than a functional member of society, and by math, created the squalor.

      This is spread by feces and bodily fluids, particularly, on entering the mouth or bloodstream? Your streets are that unsanitary, but there is no underlying, social problem… I mean, you can’t just walk, and not touch anything, at this point.

          It reminds of how richer people, in Europe, used to try to prevent the plague, using whichever means of cleanliness or good health were available to them.

            I picked it up from a first responder. The movement of our population, migrants etc… spreads different strains of a “bug” around to areas it did not used to be in and locals in that area might not have resistance. Note cops always use gloves. Medical workers use “universal precautions”.
            It’s a simple precaution that can save you from some serious misery.

    Provide restrooms for the homeless population to control disease. The homeless numbers are only going to rise in the future. Large cardboard boxes and tarps are hot items. Vaccines are not to be trusted. As if no money no right to be alive. A devolved hellhole called America.

    Housing prices are unreasonably high, and homelessness – and temporary poor living conditions will function as a disease petri dish and vector for infectious diseases for the rest of the ‘housed’ population.
    Stupid meddling monetary policy of the Fed, and bank lending practices have helped lead to another crazy housing price (not value) bubble, which has resulted in homelessness and now diseases popping up that have the potential to effect ‘the wealthy’ who have been more sheltered from high housing prices and Fed monetary policy/banking laws.
    Sort out the more basic causes of this ripple effect and everyone benefits. People may think something like the Fed, or terrible monetary policy has no effect on their life – just try having a conversation about it with most – but the thing is eventually such bad institutions/laws have the potential to have a destructive impact on the lives of even those who seek to benefit from such bad financial instruments/institutions – in this case in the form of diseases that will harm anyone irregardless of their socio-economic status, and yeah socio-economic status generally reduces exposure and raises protection from such disease outbreaks, but only up to a point.
    Many areas of California just have housing prices that are completely unrealistic.

    People who constantly live in unsanitary conditions usually have stronger immune systems(being the survivors). All of us have microbes that live inside of us and on our bodies. The microbial life that lives on our skin contain beneficial microbes that protect us against the pathogenic bacteria and viruses(hepatitis A). Hepatitis A is a tough virus which the beneficial bacteria have a hard time with. When you are constantly bathing (particularly with anti-bacterial soap), you are weakening your microbial defense. People from the third world who haven’t been taking antibiotics or using antibacterial products have stronger microbial defenses and immune systems. They are more likely to survive than Americans.

    Jeffglobal is right about Hep A and feces. Viruses and bacteria can live for several weeks in feces under the right conditions. This includes cholera. If you are using compost piles to generate heat, avoid using human feces. Cow and horse manure are okay and add 10-15 degress to the interior heat of the compost pile. It is too risky to use human feces. Consume fermented foods such as sauerkraut and kim chi. A strong and diverse intestinal flora is one of your best defenses and fermented foods help you get it.

    All they have to do is infect the water supply. Who’s to say this wasn’t set up as an experiment by some sick jihadi. They have spoken of germ ‘warfare’ and contaminating water or food supply. All it takes is one person touching a contaminated door handle, then going to the supermarket and handling fresh fruit…..

      Ebola is a FOURTH-WORLD disease.

      Third-world is Central and South America.
      Fourth-world is Africa and any Muslim nation.

      Don’t understand the difference? Merely look at the island of Hispaniola. The eastern side of that island is the third-world Dominican Republic. The western side is fourth-world Haiti. In comparison to the western side, the eastern looks like paradise. But when you look close, the third-world smashes you in the face.
